Appeal Successes – Transport Technical Notes – Uxbridge, Hillingdon
Following an approved prior approval application for 6 × 1-bedroom dwellings at 44 Waterloo Road, Uxbridge, Middlesex, UB8 2QX (in the London Borough of Hillingdon), Kronen were asked to help amend / remove the planning condition requiring 3 × off-street parking spaces by section 73 planning application to LB Hillingdon and by section 78 appeal. Kronen prepared a Transport Technical Note covering the following topics for the application and appeal: Background parking conditions Public transport conditions Local car ownership Adopted development plan parking policies Parking impact Planning conditions test The LB Hillingdon section 73 planning application reference was 1654/APP/2018/2235. This application was eventually escalated to appeal on non determination grounds. Both the section 73 application appeal and the section 78 appeal were allowed by the Planning Inspectorate; PINS references APP/R5510/W/18/3209252 and APP/R5510/W/18/3204262 respectively. Approval – Approved Application and Parking Stress Study in Wycombe, Buckinghamshire
Wycombe District Council approve a planning application to regularise the change of use as an House in Multiple Occupation. The application was supported by Kronen’s parking beats stress study report carried out in accordance with the “Lambeth Methodology” (‘Lambeth Council Parking Survey Guidance Note‘ (Lambeth Council, 2012)). The building is a 7-bedroom House in Multiple Occupation with retrained off-street parking (due to the physical constraints of the site), accordingly the potential for overspill parking and associated parking impact had to be assessed in the parking stress study. The Parking Survey justified the proposal in accordance with Development Plan policies and National Planning Policy Framework. Success – Approved Application and Parking Survey in Oxford
Oxford City Council approve a retrospective planning application for large House in Multiple Occupation in Oxford. The application was supported by Kronen’s on-street parking surveys carried out in accordance with “Oxford Locality Parking Survey Methodology” (Oxfordshire County Council, n.d.). In March 2018 an application at the site due to a shortfall in off-street parking and on-street parking impacts. Kronen was appointed to support a resubmission of the application later in 2018. The on-street parking surveys found well parked streets as such, in the context of Policy HP16 of Sites and Housing Plan 2011 – 2026 (Oxford CC, 2013), robust transport planning justification using detailed local Census and Development Plan analysis was required.
