The application, for the change of use of a former cab and taxi store into a new café at 23–25 Cheshunt Wash, Cheshunt, Waltham Cross, EN8 0LJ, had previously been refused twice. The café — Brun-Cai — opened for business in April 2026.
The Planning Challenge: Two Refusals in Broxbourne
The proposal sought to bring a cafe use to a previously underutilised commercial property in Cheshunt, in the Borough of Broxbourne. The scheme included the change of use to café, installation of external extractor fans and air conditioning units, and a garage conversion to support the new operation.
Despite broad support for the principle of the change of use, the application had accumulated two prior refusals due to an objection from the highway authority. The concern centred on the potential parking impacts of the proposed café use — a common sticking point for change-of-use applications in Broxbourne and across Hertfordshire.

The Transport Technical Note was accepted by Broxbourne’s highway authority, clearing the way for the planning authority to grant approval.
