Kronen Limited Development Transport Planning Success Case Study

In August the London Borough of Richmond Upon Thames approved a prior approval application at Informer House, 2 High Street, Teddington, TW11 8EW. The application was for permitted development for the building’s change of use from Class B1a office use to Class C3 residential dwelling use (four × two-bedroom flats and four × one-bedroom flats with parking).

The planning application was supported by a Kronen Limited Transport Statement.

The Transport Statement was prepared with regard to ‘National Planning Practice Guidance: Travel plans, transport assessments and statements in decision-taking’ (DCLG, 2014), ‘Transport Assessment best practice – guidance document’ (TfL, 2010) and ‘Guidance on Transport Assessment’ (DCLG & DfT, 2007).

Prior to preparing the Transport Statement a scoping exercise was carried out with LB Richmond officers.

The Transport Statement included details of: the site, site accessibility (including Public Transport Accessibility Level PTAL score, access on foot and by cycle), the highway network, the proposal, transport planning policy integration (as the application was a Prior Approval Application greater consideration was afforded to the ‘National Planning Policy Framework’ (DCLG, 2012)) and transport impacts.

All work was delivered on-time and within budget.

Timely work and accurate advice were particularly critical to this project due to Article 4 Directions removing the relevant permitted development rights to the Teddington town centre site area in the very near future (LB Richmond Article 4 Directions Offices to Residential webpage).

Kronen Limited continued to monitor the application after submission and assisted various design team members up to the determination date.
