Approved residential Application and Parking Survey in Penge

London Borough of Bromley approve a planning application for loft / roof extensions and alterations to an existing apartment block to increase residential accommodation from 6 × apartments to 9 × apartments.

The application was supported by KRONEN’s Parking Survey report carried out in accordance with the “Lambeth Methodology” (‘Lambeth Council Parking Survey Guidance Note‘ (Lambeth Council, 2012)).

KRONEN’s Parking Survey report assessed the potential for overspill parking and associated parking impact and justified the proposal in accordance with Development Plan policies and National Planning Policy Framework (MHCLG, 2019).

London Borough of Bromley’s planning reference was “19/03122/FULL1”. The description was “Two storey rear extensions; and roof alterations to include removal of existing chimneys, rear dormer extensions, and front rooflights; to provide 3 no. additional 2-bedroom flats at No.s 10- 12 Wheathill Road with associated car parking, cycle parking, refuse/recycling store and landscaping alterations”. The application site was 10 to 12 Wheathill Road, Penge, London, SE20 7XH.

The Parking Survey and parking impact was a key transport consideration when the application was being determined as evidenced by the officer’s delegated report which stated:

“The site has a PTAL of 2 and would provide three off-street parking spaces to be served by a newly created dropped kerb. It is noted that the creation of the dropped kerb would result in the loss of on-street parking spaces; however the application is accompanied by a parking stress survey. This concludes that there is a moderate degree of parking stress, with a reserve parking capacity of 30 spaces in the area during the overnight conditions when residents would be expected to be at home and parked up for the night. Therefore it is considered there is capacity on-street to accommodation the proposed development. The Council’s highways officer has reviewed the application and has raised no objections to the proposal, including the level of parking provision or potential harm to on-street parking conditions. Therefore the highway impact is considered to be acceptable.”
