Success – Approved Application and Transport Statement and DSP, White City

Within the past couple of weeks London Borough of Hammersmith & Fulham’s Planning and Development Control committee approved a primary academy expansion at Ark Conway Primary Academy, 60 Hemlock Road, London, W12 0QT and adjoining public highway land.

The application site has a complex planning history; Kronen Limited’s Transport Statement and Delivery Servicing Plan supported the submission of amended plans for interlinked planning applications (LBH&F planning application references 2011/02044 and 2011/02045).

The applications involve the permanent ‘stopping up’ of public highway. To assess the resultant levels of traffic reassignment and impact of this a series of six automatic traffic counter surveys were undertaken and a simple reassignment model was calculated.

Parking surveys of the Controlled Parking Zone (in accordance with ‘Lambeth Council Parking Survey Guidance Note’ (Lambeth Council, 2012) were also carried out for the Transport Statement.

All survey work was carried out in-house.

In post-submission exchanges LBH&F requested that a Delivery Servicing Plan was prepared and submitted. The Delivery Servicing Plan written with reference to: ‘Planning Guidance Supplementary Planning Document’ (LBH&F, 2013), ‘London Freight Plan sustainable freight distribution: a plan for London’ (TfL, 2007) and the ‘Delivery and Servicing Plans: Making freight work for you’ (TfL, n.d.).

All work was delivered on-time and within budget.
