Over the past couple of years KRONEN has worked with Barnes Designs on proposals for a mixed-use residential-led development in the Gipsy Hill area of Lambeth.
The site has an established vehicle repair workshop / garage use.
Prior to KRONEN’s involvement on the project 3 × applications had been refused / withdrawn on the site in recent years (Lambeth Council references “14/02172/FUL” for the “Change of use from existing industrial and storage units (use class B2 and B8) to residential (use class C3)”, “14/03890/FUL” for the “Change of use (Only) of land and buildings from existing industrial and storage units (use class B2 and B8) to residential (use class C3)” and “16/05520/FUL” for the “Demolition of existing building and erection of a part single storey building to provide a commercial unit/Light industrial (Use Class B1 (c) use) and part 4 storey to provide 5 self contained units (3 x 2 bed and 2 x 1 bed) with balconies to the rear and side elevations (Use Class C3). Formation of a roof terrace, provision of refuse and recycling units and associated landscaping.”).
The recent proposal supported by KRONEN was for the “Demolition of the existing building (B2 and B8 Use Classes) and erection of a part 1 and part 2 storey building to provide a commercial unit (Use Class B1(a) – 139.8sqm floorspace) with basement and part 3 storey building (Use Class C3) with roof terrace to provide 3 self-contained residential units (1 x 2 bed & 2 x 1 bed), together with provision of refuse and recycling stores and associated landscaping and boundary treatment”.
The proposal had no vehicle access and would be a zero parking / car free development; given the site has “Moderate” PTAL 3 accessibility and is outside of a CPZ this element of the proposal required robust justification.
Aside from parking our work had to help resolve (1) an area to the front of the site which was ultimately designed as a section of pedestrian area / footway that was dedicated for adoption as public highway by agreement, (2) servicing and (3) the relationship with TfL’s “Quietway 7” “Elephant & Castle to Crystal Palace, Lambeth, Southwark” and cycle improvement proposals on Paxton Place to allow two-way cycling on Paxton Place and upgrades to crossing at adjoining junctions.
The transport work was detailed in a Transport Statement.
The application, “18/03927/FUL”, at 1 to 7 Paxton Place, London, SE27 9SS was approved in August 2019.
