Success – Approved Application and Parking Survey in Oxford

Oxford City Council approve a retrospective planning application for large House in Multiple Occupation in Oxford.

The application was supported by Kronen’s on-street parking surveys carried out in accordance with “Oxford Locality Parking Survey Methodology” (Oxfordshire County Council, n.d.).

In March 2018 an application at the site due to a shortfall in off-street parking and on-street parking impacts.

Kronen was appointed to support a resubmission of the application later in 2018.

The on-street parking surveys found well parked streets as such, in the context of Policy HP16 of Sites and Housing Plan 2011 – 2026 (Oxford CC, 2013), robust transport planning justification using detailed local Census and Development Plan analysis was required.

The Oxford City Council planning reference was 18/02698/FUL.

Site – 59 White Road, Oxford, OX4 2JL.

Description – “Change of use of dwellinghouse (Use Class C3) to a large House in Multiple Occupation (Sui Generis) with a self-contained bedroom. Provision of bin and cycle storage. (Retrospective)”.

Oxford City Council’s December 2018 Delegated Report noted the following about parking impacts and stress:

“The applicant has undertaken and presented a parking survey to show on-street parking capacity, this shows that, as expected, White Road is relatively high stress (87% in the week). However, the survey shows some capacity within 200m distance (generally accepted as walkable). With these locations added an overall parking stress of 69% is shown. The property will retain 2 off-street parking bays, whilst this is 2 below the standard as stated in Policy HP16, the parking survey shows that there is an acceptable level of capacity to facilitate an increase generated from this development.”
