Success – Approved Application, Transport Statement and Outline Travel Plan in Teddington, Richmond

Last month London Borough of Richmond Upon Thames’ Planning Committee granted permission for Richmond Housing Partnership’s mixed-use residential development for 22 flats and 300sqm commercial space in Teddington Town Centre.

The application site was Informer House, 2 High Street, Teddington, TW11 8EW.

The London Borough of Richmond’s planning application reference was 16/2647.

 

The planning application was supported by Kronen Limited’s Transport Statement and Outline Travel Plan.

The Outline Travel Plan was prepared in accordance with Travel Planning Guidance (TfL, 2013).

The Transport Statement was prepared in accordance with web-based best practice guidance resources Department for Communities & Local Government’s National Planning Practice Guidance: Travel plans, transport assessments and statements in decision-taking and Transport for London’s Transport Assessment and included:

  • Assessment of transport sustainability / public and active transport accessibility
  • Assessment of highway access arrangements
  • On-street parking surveys carried out in accordance with the “Lambeth Methodology” (‘Lambeth Council Parking Survey Guidance Note‘ (Lambeth Council, 2012))
  • Car parking provisions
  • Cycle and scooter parking provisions
  • Development Plan policy integration

(All survey work was carried out in-house and was not subcontracted out.)

Parking was a particular concern and careful justification was required including the provision of dedicated pool cars.

Given the sensitivity of the application and site and the importance of transport to the project’s success, the application’s progress was carefully monitored and detailed discussions were carried out with the project team, London Borough of Richmond planning officers and London Borough of Richmond transport & highways officers.

Along with design transport was a key issue, accordingly, Alexander Osborn presented transport findings to the planning committee and fielded committee members questions.

 

All work was delivered on-time and within budget.
